US Army Ret. Col. Joe Scott Maupin, age 82, husband of the late Shirley Garst Maupin, of Mount Pleasant, SC, passed away Friday, December 18, 2015. Friends and family of Joe Maupin are invited to attend his Celebration of Life service at 11 am on Tuesday, December 22, 2015 at Mt. Pleasant Presbyterian Church. The family will receive guests Monday, December 21, 2015 from 5pm to 7pm at McALISTER-SMITH FUNERAL HOME, MOUNT PLEASANT CHAPEL, 1520 RIFLE RANGE ROAD, MOUNT PLEASANT, SC 29464. Joe Scott Maupin was born on May 23, 1933 in Roanoke, VA, son of the late Cecil D. Maupin and the late Elizabeth Kate Scott. He married the love of his life; Mrs. Shirley Garst Maupin, on June 2, 1956. He was drafted into the Army in 1955 and retired as a Colonel on December 31, 1978. He attended Officer Candidate School and spent his first 12 years of commissioned Army service with troop units, commanding both Air Defense and Field Artillery Batteries. He was selected, while a Major, to command a Battalion and had been selected to command the 1st. Armored Division, commanded by Major General George S. Patton III. His last staff assignment prior to retirement was a Chief of Senate Liaison for Congressional Liaison Office to the U.S. Congress. He had been inducted into the OCS Hall of Fame. Maupin joined the staff of U.S. Senator ‘Fritz’ Hollings and was responsible to monitor all federal activities in South Carolina. His responsibilities included, but not limited to, liaison and coordination with all federal, state, and local elected officials and federal agencies, coordinating federal assistance for natural disaster recovery programs, constituent services, advise on pending legislative matters, advice on federal loan and grant programs and oversight of defense matters. After 36 years in the U.S. Senate, Hollings elected not to offer for reelection at the expiration of his term. Accordingly, Maupin retired on January 2, 2005, after 26 years with Senator Hollings. Maupin received a Bachelor of Science Degree from Hampden-Sydney College. He subsequently earned his Master of Science Degree in Public Administration from Shippensburg State University. He was a graduate of the U.S. Army Command and General Staff College at Fort Leavenworth, Kansas and the U.S. Army War College at Carlisle Barracks, Pennsylvania. Maupin is a member of the American Legion, where he served on the Statewide Legislative Affairs Committee, and the Retired Officers Association. He was a past member of the Charleston Lions Club, Mount Pleasant Kiwanis Club, Charleston Trident Chamber of Commerce Military Affairs Committee and the Chamber’s Economic Outlook Board. He also served on the original Board of Directors for the Charleston USO and as Vice-chairman of the Charleston Trident United Way Campaign. He had served on the Medical University of South Carolina Board of Visitors. Maupin was an Elder in the Mount Pleasant Presbyterian Church and serves on the Board of Directors of Detyens Shipyard, Inc. He was recently selected to receive the Patrick Henry Public Leadership Award from the Wilson Center for Leadership in the Public Interest and was a recipient of the U.S. Coast Guard Meritorious Public Service Commendation Award. His family and friends will remember him as loving, kind, generous, funny and larger than life. Survivors include two children, Sarah Elizabeth McMurray and husband Bruce of Mt. Pleasant; his son, Joe Scott Maupin, Jr. and wife Mary Lynn of San Marcos, TX; his grandchildren: Jessica Kate Maupin; Christopher Nelson McMurray; Joe Scott Maupin, III; and Corie Scott McMurray; and many nieces and nephews. The family wants to acknowledge and thank Betty Brown, her faithful and dedicated service of more than 20 years.
