Born on December 24, 2025, in Charleston, South Carolina, she was the daughter of Irby Lee Koger and Audrey Edna Smith.

Frances is preceded in death by her parents, Irby Koger and Audrey Smith.

Frances is survived by her children, Raleigh Hammet, Jr., Stephanie Hammet, and Frances Christine Hammet; granddaughter, Donna Ann Gaylord; and two great-grandchildren.
