Born in Gainesville, Florida, he was the son of the late Harold and Betty Barrows. Tom grew up in Beltsville, Maryland, where he was actively involved in the Boy Scouts, earning the prestigious rank of Eagle Scout.
Tom pursued higher education at High Point University, and later achieved his Juris Doctor degree from Wake Forest University School of Law. His legal career began in Hickory, North Carolina, as an Assistant District Attorney. After several years of dedicated service, he transitioned into private practice at the law firm of Barrows, Hannah, and Greene. In 1984, he moved to Dover, Delaware, where he served as the Clerk of the Supreme Court of Delaware. The following year, he returned to private practice, specializing in medical malpractice, personal injury, and civil litigation. He was proud to serve as President of the Kent County Bar Association and was admitted to practice in Delaware, Maryland, and North Carolina. Tom was respected by his colleagues and clients alike for his judgment and integrity.
Beyond his legal career, Tom had a profound love for music. He composed numerous songs for the guitar and often entertained friends and family with his singing and playing. Tom was an avid reader who enjoyed just about any historical book. He loved going on cruises with his wife Linda and spending time with his children and grandchildren. Tom was generous, kind and caring to everyone in his life including his two cats Taylor and his “buddy” Swift.
Tom is survived by his devoted wife of 51 years, Linda Hartmann Barrows, who was his partner, travel companion, and chief navigator through life. He is also survived by his son, Dr. Robert Barrows; daughter, Amy Barrows; five wonderful grandchildren, Bristol, Jaxson, and James Thomas Barrows along with Caden Thomas, and Cameron Gibson; and his sister, Susan Hamill of Hixson, Tennessee.
