William “Bill” Dean Stephens, a devoted public servant, beloved family man, and cherished friend, passed away peacefully surrounded by loved ones after a courageous battle with Lewy Body Dementia. His life was marked by unwavering dedication to his community, his family, and those fortunate enough to call him a friend.

Born in Ruffin, South Carolina, Bill spent his formative years on Folly Beach, developing a lifelong love for the Lowcountry. He graduated from James Island High School, where he played both soccer and football, before going on to earn a degree from Trident Technical College. Known for his passion and curiosity, Bill loved working with his hands — especially when it came to building race cars with his close friends, a pastime that brought him great joy and lasting friendships.

In 1966, Bill began what would become a distinguished 40-year career with the City of Charleston. His hard work, leadership, and commitment to public service led him to the role of Assistant Director of Traffic and Transportation, a position from which he retired in 2006. His fingerprints are still felt throughout the city’s infrastructure and parking services — a lasting testament to his diligence and care for the place he called home.

Outside of his work with the city, Bill's sense of civic duty extended deep into the community. In 1979, he was instrumental in founding the Ashley River Fire Department, where he served as a firefighter, assistant chief, and on the board of directors until 1997. He was a proud volunteer, giving his time and energy to protect and support his neighbors.

Bill’s commitment to community service also included time as a Boy Scout leader, president of the Indigo Fields Homeowners Association, and an ever-ready hand to neighbors in need. Bill led with kindness and humility.

He is preceded in death by his parents, Lois Corder Stephens Hilton, Barclay Moorhouse, and James Elwood Stephens; his wife Margie (Bowers); and his siblings Katherine, Meredith, and Hugh.

Bill is survived by his loving wife Margie (Buck), his devoted children Wendy and Billy (Shana), and his stepson Chris Black. He is also survived by his brothers Jim Stephens (Paula) and John Stephens (Jean), along with many nieces, nephews, brothers-in-law and sisters-in-law who will miss him dearly.

Bill’s quick wit, gentle spirit, and steadfast heart were admired by all who knew him. He had a way of making people feel seen, heard, and cared for — a gift that will be missed beyond measure.

The family extends heartfelt thanks to Bill’s doctors, nurses, caregivers, and especially the compassionate team at Roper Hospice. We are deeply grateful to everyone who brought comfort, kindness, and smiles to Bill during the most challenging time of his life.

In honoring Bill’s legacy, we remember a life well-lived and a man deeply loved. His impact will be felt for generations, not only in the roads and services he helped build, but in the lives he touched with his strength, humor, and unwavering generosity.

Family will receive friends from 6:00 to 8:00 pm on Thursday, October 23, 2025 at McAlister-Smith Funeral and Cremation - West Ashley, 2501 Bees Ferry Road, Charleston, SC 29414. Bill's Funeral Service will be held at 1:00 pm on Friday, October 24, 2025 also at McAlister-Smith Funeral and Cremation - West Ashley. Burial to follow at Live Oak Memorial Gardens, 3093 Ashley River Road, Charleston, SC 29414.
